The message above in German basically says that the computer has been locked by an automatic information control system due to the fact that you have been browsing prohibited websites and web-pages that contain "elements of child pornography". With this message displayed, you cannot access your Desktop, but thankfully, International Police Association (I.P.A.) Virus is not an extremely dangerous infection and you can bypass the warning message by rebooting your computer and loading it in Safe Mode with Networking.
